The Grand Jury has just declared Councilman Lee Covington, AKA Royam, guilty posthumously of being the Kingpin of the notorious Drug Starr Cartel. With his demise Kellen is appointed to the throne and is the new shot caller in town. City officials and other unscrupulous characters now divvy up and vie for control of Royam's vast empire. Suddenly a rash of violence breaks out across the metropolis. From the modus operandi it's clear to Lenny B that Royam is back from the dead exacting vengeance on the back stabbers and exterminating all other enemies and drug factions.
